Featured Speaker: Commander (USN) Cledo L. "Clay" Davis

Topic: "An Overview of Project Management in Defense Acquisition"

Commander Clay Davis serves as the Deputy Program Manager for the Joint Air-to-Ground Missile (JAGM) at the Direct and Time-Sensitive Strike Program Office (PMA-242). A native of Holly Springs, Mississippi, CDR Davis graduated from the U.S. Naval Academy in 1994 with a B.S. in Political Science.

Upon completion of Naval flight training and receiving his Pilot “Wings of Gold” in August of 1997, he reported to Helicopter Anti-Submarine Squadron - Light (HSL) 40 in Mayport, Florida for fleet replacement training in the SH- 60B Seahawk helicopter. He then reported to HSL-46, where he made two deployments to the Mediterranean aboard USS VELLA GULF (CG-72) and USS GETTYSBURG (CG-64).

CDR Davis then served as Government Flight Representative (GFR) at Defense Contract Management Agency (DCMA), Lockheed Martin Systems Integration in Owego, New York, test flying and providing contract oversight of the SH-60B and MH-60R/S helicopters. He was redesignated an Aerospace Engineering Duty Officer, and then he subsequently “fleeted up” to become the DCMA Owego Executive Officer, as well as filling additional roles as the Chief of Flight Operations, H-60 Program Integrator and GFR for the Presidential Helicopter Program. During this tour, he was selected as DCMA Junior Officer of the Year, Best in Service (2002), GFR of the Year (2003), and DCMA Field Grade Officer of the Year, Best in Service (2004).

His next assignment was as the MH-60R Air Vehicle Integrated Product Team Lead in the MultiMission Helicopter Program Office (PMA-299). While attached to PMA-299, he was selected for the Acquisition Corps and achieved Defense Acquisition Workforce Improvement Act (DAWIA) Level III certification in Program Management and Production, Quality, and Manufacturing. During this assignment, from May 2006 to April 2007, CDR Davis served as the Executive Officer of the Joint Provincial Reconstruction Team, Sharana, Paktika Province, Afghanistan, in support of Operation Enduring Freedom.

After returning from Afghanistan, and completing his tour at PMA-299, CDR Davis then attended the Naval Postgraduate School where he earned a Master of Science in Systems Engineering, as well as completing his Joint Professional Military Education (JPME) Phase I, graduating with distinction.

CDR Davis’s most recent prior assignment was serving as Commanding Officer of DCMA Lockheed Martin Owego, New York. There, he achieved DAWIA Level III certification in Test and Evaluation and the unit was selected as the DCMA Small Flight Activity of the Year - 2012

CDR Davis’s personal decorations include the Defense Meritorious Service Medal, Meritorious Service Medal (two), Air Medal (Strike/Flight-two), Joint Service Commendation Medal (two), Navy and Marine Corps Commendation Medal, Navy and Marine Corps Achievement Medal, and the Combat Action Ribbon, as well as several campaign and unit awards.

CDR Davis is married to the former Loralee Gleason of Medford, Massachusetts, and has five children; Clay II, Rebecca, Benjamin, Joshua, and Sarah.
