Mr. Ortiz is a Technology Program Manager for the U.S. Government Accountability Office (GAO) where he has managed and directed projects for 29 years. He has extensive knowledge and experience in the areas of
acquisition management, technology development, and best practices for large capital acquisition projects. Some of these projects have included assessments of the nation’s voting technologies, performance of major defense acquisition programs, and development of best practice guides for government-wide use. In his current capacity, Mr. Ortiz leads the development of a GAO best practice guide on Technology Readiness  Assessments (TRAs) where he has worked with a community of 100+ experts and leading thinkers from across the government, industry, non-profits, and academia. Mr. Ortiz obtained a Master of Science in Management  of Technology, and a Bachelor of Science in Accounting from the University of Alabama.
